Overview of Pressure Equipment CE Certification (PED Directive)

The EU Pressure Equipment Directive 97/23/EC has been updated to 2014/68/EC, and the new directive was enforced in July 2016.

Starting from May 28, 2002, pressure equipment products sold to the European Union must undergo CE certification for pressure equipment and comply with the Pressure Equipment Directive. Any equipment designed for a pressure exceeding 0.5 bar, such as pressure vessels, pressure pipelines, boilers, pressure accessories, and safety accessories that load or transport fluids, must comply with PED regulations regardless of their pressure and volume.

The PED directive covers the entire process of designing, manufacturing, inspecting, and raw materials for pressure equipment, and requires approval from the EU notified body before CE marking can be affixed.

PED certified product scope:

Pressure equipment and components that can withstand a maximum pressure greater than 0.5 bar.

Pressure equipment "refers to containers, pipelines, safety components, and pressure components.

PED applies to countries in the European Economic Area (EEA), namely the 15 EU countries, as well as member states of the European Free Trade Agreement.

PED certification category determination:

According to Appendix II of PED, pressure equipment can be classified into four qualification assessment levels: I, II, III, and IV. For pressure equipment with low risk, mature engineering practices can be followed for operation. To classify pressure equipment, manufacturers need to make judgments based on the following information:

1. Equipment type: pressure vessel, boiler, pressure pipeline, safety accessory, pressure accessory

2. Fluid state: gas or liquid (at the highest operating temperature of the equipment, if the saturated vapor pressure (gauge pressure) of the fluid does not exceed 0.5 bar, it is considered liquid; otherwise, it should be considered gas)

3. Fluid Group: Group 1- Hazardous Fluid: Flammable, Explosive, Mutual and Highly Oxidizing; Group 2- Non hazardous fluids: Fluids outside of Group 1 include steam

4. The maximum allowable pressure PS and volume V or nominal size DN of the equipment

5. Maximum operating temperature of equipment TS

Based on the above information, judgments can be made according to the relevant classification charts in Appendix II of PED.

PED certification mode:

The hazard level of pressure equipment increases step by step from category I to IV. According to the PED directive, the higher the category, the stricter the compliance assessment procedure. The specific authentication mode is:

Category I: A

Category II: A2,D1,E1

Category III: B+C2,B+D,B+E,B+F,H

Category IV: B+D,B+F,H1,G

In pressure equipment I-IV, the levels increase in order and the required documents vary slightly depending on the mode. The following is a rough list of document requirements:
